David (Dave) Angeletti serves as Director of Ecosystems for IN3. Prior to joining IN3, he served as Senior Director, Business Development for Concurrent Technologies Corporation (CTC). At CTC, he was successful in positioning congressional programs through the National Defense Appropriations Act for FY21 and generating more than a $330 million pipeline of contracts with the Air Force Research Laboratory. Angeletti is familiar with both the processes and decision makers in various government acquisition programs including over 10 years working with Other Transaction Authority agreements and various Department of Defense consortia. He has a successful track record in business development and program management positions for companies working in the defense and government services industries.

Director of Ecosystems, IN3

Richard “Rich” Leonard serves as the Director of Federal Programs for IN3 and IN3’s Director of the Tradewind OTA. Prior to joining IN3, Leonard was the founder of Windfall Ridge Consulting, providing tactical and strategic advice to organizations pursuing a wide range of federal science and technology opportunities. Leonard has also held research, program management, business development, and P&L management roles focused on serving federal clients. These included President/CEO for Battelle Ecology Inc. and Co-Principal Investigator for the National Science Foundation’s National Ecological Observatory Network, and President/CEO of Bluefin Robotics. His career has spanned a wide range of science and engineering disciplines on projects for all major national security agencies extending from early discovery through production. He also served as a Captain in the United States Army.
Richard Leonard

Director of Federal, IN3

As Acquisition Chief of the JAIC, Mr. Roberts ensures acquisition pathways and methodologies are centered on JAIC’s mission of providing AI capabilities to the warfighter and DoD workforce.  His work includes crafting guides, advice, and contract vehicles to assist DoD services in AI as an emerging technology and how to tailor contracting to meet this need.

Mr. Roberts is responsible for enterprise-wide contracts enabling the DoD Acquisition workforce to acquire AI services at the speed of relevance, including JAIC-offered vehicles within high-technology areas, such as the Florida tech corridor.

Mr. Roberts is structuring a new Acquisition and Contracting office, per NDAA FY21, Section 808 requirements.  This including creating processes, personnel, and vehicles reflecting forward thinking and modernized acquisition strategies to acquire AI capabilities.  Mr. Roberts collaborates with innovative segments of the DoD Acquisition community, including SOCOM and Team Orlando.
